Sending invoices to buyers

Anyone else no longer seeing an option when a customer buys, but hasn't paid to send a revised invoice? It was there in the past. Missing the last 2 days. In speaking to buyers recently they are no longer seeing an option to even request one. Note: Sending a revised invoice can prevent the need to send a refund.

For a recent sale eBay had not applied the discounted tracked rate to the order. 

This is the new "eBay disclaimer" that now shows up when attempting to send a new or revised invoice.

"Send an invoice only if shipping adjustments are needed. We will send payment reminders to the buyer on your behalf."
