Has anyone noticed if Save Another 8 has kicked in? The link is still DOA. The Tracked link is now working.

Yes, it appears to be active. I actually noticed it a few days ago on a new listing where the shipping price to myself was noticably lower than I expected, which of course led me down a rabbit hole on whether I had a corrupted shipping policy. Was very relieved that it was good news and not an error.
This is actually a very big development beyond the obvious. Canada Post wouldn't be agreeing to this if they weren't happy with the initial results of expedited lite and level 4.

It did seem to be a bit lower when I did a test. No sales since the announcement appeared and difficult to tell without access to printed details when you create a label.
I am thinking a possible carrot for Canadians to make up for the features US sellers have access to vs the ones Canadian sellers do not such as coupons. The feature to send coupons pop up as soon as I am signed in on dot com for recent transactions but then you are blocked when you attempt to send. If that is due to Canadian legalities just say so.

PS. Still mind boggling that for a 600 gram recent parcel to the belly of the USA cost was 12.71. A 250 gram parcel to Denmark 16.44(Tracked). Lastly a 400 gram parcel to Wpg from Calgary is 18.94. Hopefully this 8% added discount will make a different on Canadian parcels. Especially anything heavy or bulky. Biting my tongue on transit times.

Save 8 link is now working. Tracked is broken....Again. I guess baby steps when it comes to fixing. Any discounting would be more obvious/transparent if there was a breakdown of charges when you print a label. Similar how the discount shows up with US labels on dot com. Unsure/unable to confirm if the discount shows up when a label prints originally.
Revised invoice....After the fact:
