Where to apply for application compatibility check?

Trying to apply for application compatibility check for an ebay API.

All the links from here point me to the screenshot above where there isn't anywhere I can submit a compatibility check. Does anyone have a link to where I can actually fill out the form? Is this a known issue?

You've already joined the eBay developers program?
 One link I clicked on told me to sign in and since I'm not part of the program

I couldn't do that.
