This discussion board is not closely monitored by ebay. All you are going to get here are suggestions from other members.
By the way, the "Help and Contact" link is working for me, at least when I access it through my account. It prompts to a chat window, where one can type "Agent" to initiate contact about whatever issue one needs help with.

It working for you, but not for me
I have feeling Maybe I got banned from reaching the Customer service through help & contact for some unknown reason

Is your account currently banned or restricted?

Maybe I got banned from reaching the customer support via Help & contact because eBay customer services failed to do anything about any of my Millions complaints about sellers on eBay.ca who are not responding, or overpricing their items way too much

This is the eBay Canada board.
If you gave your postal code the robots may have had a hallucination.
Try using a fake zipcode -- like 90210.
Easy to remember and an actual US code.

overpricing their items way too much
Sellers are allowed to set their prices wherever they want.
If you can't afford it, you can't afford it.
complaints about sellers on eBay.ca who are not responding,
Sellers are not required to respond to Messages or questions.
If you are making Offers to sellers who do not use Best Offer, they are allowed to Block you.
If you are making Offers to sellers who do use Best Offer, they are allowed to accept, refuse , counter , or ignore the Offer.
If you are making Offers to sellers who use Best Offer, and have automatic Accept/Reject parameters set, you will get polite rejections , from eBay not the seller, but there is a limit to how many Offers you can make, usually five.
If you want to make an Offer on an item, first confirm that Offers are accepted, then make you BEST Offer. If you are ignored or rejected.
It's business not personal, and the seller doesn't want yours.

We have in Canada a postal code
All in all nothing work
Anyhow, The Customer service on eBay is not going to change the fact that they have not Authority to do anything

Have you tried logging out from your account and restarting your computer?

If you had been banned, you would have gotten an email about it so that's probably not it. Try opening eBay and logging in using a Private Window / Incognito Window / inPrivate Window / whatever the apple equivalent is depending on what web browser you use. That should make sure a fresh copy of any files are being used.
