EBay has a Money Back Guarantee on transactions.
The most usual problems are Item Not Received (INR) and Not As Described (NAD)
With an INR:
When the last estimated date for delivery has passed, open a Claim.
If the seller cannot show Proof of Delivery (not shipping, delivery) you will be refunded.
If the seller does not refund you promptly, ask eBay to step in, as part of the Claim, and eBay will refund you, then go after the seller for the money.
With a NAD.
Open a Claim within 30 days of delivery.
The seller will be told to send you a Return Shipping Label and to refund you on arrival.
If the seller does not send the Label, they are still required to refund.*
If the seller has a No Returns policy, they are still required to refund.**
