Was the item being shipped through the US eIS or UK GSP program?
These are seller protection programs that will add Canadian duty* (and sales taxes) plus a small service fee to the purchase price.
None of which is an explanation.
Could you give the purchase price in the original currency?
What country is the purchase coming from?
Remember that in addition to eBay's Money Back Guarantee, you are also covered by the buyer protections of the card you actually paid with.
I paid through Apple Pay with my Klarna card (one time purchase) as it was giving me a hassle with my actual card.
I'm not sure what Apple Pay or Klarna offer. If it is a gift card or a debit card there may be no way to get refunded since these are basically sending cash in the mail.
Couriers like FedEx and UPS charge a "customs brokerage fee" which can start at $25.
*Import fees are complicated, but duty is applicable if the value of the purchase is over $20 or over $150 if coming from the USA.

I think this could be an issue with Apple pay, and not with eBay.
I would report the transaction in the app (if you click on the amount charged, you should see a "Report An Issue" link at the bottom of the screen).
