???
I sent a letter by Registered Mail to the Chicago IL area on Thursday January 16th and it was accepted as such by Canada Post.
The Canada Post online tracking indicates "signature required"
and the USPS tracking today shows "delivered".
If the service was suspended, does that mean Canada Post will give me back the $15.50 they charged me?

The USPS response...
Too many losses in transit, once they enter the USPS system....
USPS person cites 1 to 2 % loss as "very small"
The problem may be confirmation of delivery versus signature required....

I wonder why?..Was Registered Mail a cheaper service then the Xpresspost-USA service they are now recommending?

Registered mail is handled differently than Xpresspost USA
Xpresspost post is handled like a parcel... and procedures have been well established over many years.
When Expedited Parcel USA was changed a few years back I got the impression that it was made to fit into a similar USPS service.
It appeared that Xpresspost was already fitting well into USPS.
Something got changed with respect to Registered mail... and that has resulted in problems.... specifically with respect to unacceptable loss, as defined by Canada Post, once Registered mail entered the USPS

I also believe signature confirmation was only available using an AR Card and the USPS people did not get it signed or returned as they have no idea what they are as I don't think they are used at all in the US. It also has no on line signature confirmation. The private insurance companies like Shipsurance, will not insure registered mail items due to all the problems with registered mail..

Well..I hope its just a temporary suspension.
Checking the rates if I was sending a Registered letter to California (under 30g) the cost would be $15.25 plus a 1.10 stamp. Now with Xpresspost-USA it will be $24.92.(if I did my research right)
I have a feeling this won't be a temp change..just another way for CPC to grab more money.

Xpresspost USA is signature included.
And Paypal has a rule as to when signature is required....
There is something just not working well once registered mail crosses to the USPS, and gets delivered....
