Canada Post is removing US Small Packet Surface. Also looks like they are removing $100.00 insurance off Air and adding Tracked Parcel instead.

What they forget to tell us is that for international shipping ..
(1) going from insured Small Packet
to insured and tracked International Parcel surface
the cost will double....
(2) International Parcel Surface will cost less than Tracked Packet International
Both insured and both tracked....
(3) Tracked Packet International has a maximum of $100 insurance, while extra insurance can be bought for International Parcel Surface.....
And finally
(4) Tracked Packet International is only available to a few select countries....

I think that what is lost in all of this is that the new service is an option. It is not a requirement. I am seeing CP getting more in step with USPS.
Surface going away was a gimmee. Bet it is heavily under-used anyway.
CP and eBay are in bed together. eBay will be able to say that tracking is available from Canada on all parcels. Those that cling to their TRS are gonna lose that. No way anyone can justify the up-tick in shipping rates just for a number.
After all is said and done, this has zero effect on me here in the prairies. Even less effect from Up North.

I thought it's only USA small packet surface that's going away. International small packet surface stays.
I only used USA small packet surface this year for small irregularly shaped items, no air at all as I don't see a significant shipping delay with using surface (even had a buyer who received an item on Friday, mailed Monday).
=___= so for the items that I had to ship with small packet, it's either I stop selling them, hike up their price by $3 each (even more unlikely to sell now), or just combine all of them into a lot sale...

How will the availability of Tracker Packet affect eBay.ca requirements for TRS discount and search visibility? Currently we do not have to meet the 90% tracking rule that USA sellers have to meet.
I cannot remember what the 90% tracking rule does to USA sellers. So I am a little curious as to the impact of the new Tracked Service.
ebay, according to Pierre, changed that requirement without telling us. We do have to meet the 90% tracking rule to be a TRS on .com. Since they change this many Canadian sellers have experienced a big drop in sales because of reduced exposure on .com.
The Americans have a big advantage over us right now in that regard. They can ship cheaply with tracking and they get the extra boost in search when they are TRS's. That will change for Canadians who can sell using Tracked Packet. I will not be changing my shipping methods because the cost of Tracked Packet is too high. I mostly ship Light Packet anyway so there won't be much change that way. However, I do Not print labels from PayPal (except Exp.) because they charge tax on every single one. When I take them to the postal outlet or PO I am not charged tax unless it is one single package. The cost of paying tax on every item would exceed the 20% discount.
I will likely give buyers the option for TP and then wait and see how often it is chosen. At least I could then tell buyers wondering where their package is that they had the tracked option but did not take it.

For all practical purposes, the main effect of these changes is that Canada Post have once again increased the cost of shipping to the US.
First, they limited the weight of Small Packets to 1 kg, when it's 2 kg to every other country in the world.
Second, they decreed that all parcels exceeding 1 kg in weight be sent Expedited, forcing their customers to use an expensive service that includes Delivery Confirmation.
Third, they have now decided to abandon Small Packet Surface, the last reasonably inexpensive service.
The loss of the $100 insurance coverage is not all that serious. Lost mail is negligible but if shippers are concerned they can self-insure or purchase insurance privately.
Tracking by itself is next to useless and certainly not something anyone with any brains would pay for.
Delivery Confirmation is fine but any service that includes it should be optional. We already have it with Expedited Parcel - USA so Tracked Packet - USA is entirely superfluous.

Tom, while I agree on most of what you said, I disagree with what CP is doing. I do not think "they" are behind increased shipping costs to the USA. I was told, by eBay people, direct from their lips to my ears, that they were working with CP to gain a tracking service.
That was 6.5 YEARS ago.
"Tracking" does a few negative things. First, it doesn't work, never has, never will. Because everything has to be scanned, it slows everything down, adds people, adds equipment.
CP will be able to sell tracking to the casual customer easily. Me? Notb a chance. However, eBay is behind this.
This "enhanced" service oughta just about wipe-out the remains of TRS in Canada. To maintain yer TRS ya HAFTA use a service the customers will not pay for. All of a sudden the 90% is not met.
I believe that eBay quickly realized that TRS was a stupid idea. It costs the Mother Corp profits and generates nothing in return for the Mother Corp. The TRS discount comes right out of profits.
I personally know a TRS. What I sold in September(one month), they will sell in TWO YEARS. eBay makes more off of me in a month than they will from this other person in two years. eBay should give volume sellers a sliding discount and encourage us to sell.
That would be value-added.

Canada Post seems to have taken a page from Ebay's play book - compare apples and oranges and try to convince the user that an increase in fees is actually a savings.
It is ludicrous to put small tracked packet up against expedited rates and tout the wonderful savings. Most sellers who mail small, light items do so using the small pack rates. The only time it makes any sense to send small stuff expedited is if the value is well beyond $100.
Admittedly those who sell really small items like postcards, paper and other little stuff that weight under 250g might not be too affected by this move, but the rest of us who deal in items that pack up between 250g and 1K (or 2K for international) are going to virtually be put out of business in many instances.
I did some preliminary number crunching today and this will be absolutely devastating for me. From Sept 1 to date, 30% of my sales have shipped small packet to the US and about 8% went small packet international. For the US ones, about 70% were between 500g & 1K for a cost of $12.66. Moving those to the new rates will make those items far less sell-able - definitely unattractive to Americans who might be able to get the same item from a US seller and it will drive away international buyers almost completely.
After 14 years of rolling with punches on Ebay who would have thought that it would be Canada Post who might actually put me out of business!!!! The potential loss of almost 40% of my business may be the killing blow.

Those of us who do not like the fact that Canada Post has done away with Small Parcel Surface USA should go to the 'Canada Post' page on Facebook and log a complaint. I have already done it. This needs to be done in a visible way, therefore the Facebook page is a great platform.

Using one of the examples provided, I will be able to send a 170g DVD to the UK as a Tracked Packet for $35.83.
Currently as an Airmail Small Packet insured for $100 it costs $8.88. Perhaps someone at Canada Post can explain the "benefits" of this "exciting" new service to me, adding as it does no less than $26.95 to the cost of sending the same item with the same level of service..
Canadian eBayers already struggle with the absurdity of trying to mail small items in Canada (anything thicker than 2 cm has to go as a parcel). Now they're throttling the US and International markets as well.
The claims for this new service are ludicrous. "One zone" for the USA, they say, as if that 's a novelty. Small Packet USA already has single-zone pricing.

Since they took away insurance on the small packet air, it would have been nice if they had at least kept the price the same.
But..unless it is a misprint, it looks like USA Letterpost standard and oversize are staying the same price. In the link given in post 8, Oversize letterpost to the U.S. will still be $2.10 for up to 100grams. (on page 30 of that link)
I never use letterpost to the U.S. but I'm sure others do. I'm curious about the light packet prices.
I also noticed that Letterpost USA prices did not change from last year. I cannot see Canada Post not increasing a price when everything other services have increased. They need every extra cent to help keep them afloat. LOL
Letterpost International increased in prices a modest amount.
Maybe Tom (tofl3) can check this out.

I'm quite sure Poco is right, as I cannot imagine Canada Post leaving US prices as is and raising all the others. I noticed the same discrepancy late last night. The price increases for USA were actually announced in May.
I've sent an e-mail to Jean-Marc Nantais, the Venture One supremo at Canada Post, requesting confirmation of the higher prices.

Western...that's partly correct. Ebay originally said that we did not have to meet the tracking requirements to keep TRS AND to keep the TRS logo on each listing. But they didn't follow through with that and they took the logo off. But..if you meet the other requirements for .com TRS, you still receive the discount and technically are supposed to have some sort of search advantage. Whether or not that advantage exists is debatable.

To westernstargifts, I am puzzled when you said that PayPal charge taxes to every single one. I use PayPal Shipping all the time for all mail services across Canada, USA & International since 2007 and not ONCE I have been taxed by Paypal so why you??

International shipping under $5 is taxable. The so called $5 rule for postage purchased from Canada Post. The $5 rule applies to the total purchased for international shipping.
There are two international shipping services on PayPal that are under $5. Light Packet USA 10 0grams at $2.48 and Light Packet International 100 grams at $4.85. Since PayPal shipping is an individual purchase for each service, these are always taxed.
Bring the same package to the Post Office and have other International shipping (other LP or Small Packet, whatever) and the total is over $5, then no tax. Even if you had an SP item that was individually over $5 and had no tax, the LP can piggy back on this total over $5 for all international services paid.
The saving is justified only if you do a lot of Light Packet. The savings is small ($0.32 for 13% Ontario HST on $2.48 LP USA 100 grams). You have to go to the post office (time and gas), wait, process you packages (the manual customs form CN22 prepared at home to speed up the process). So you need to do a lot of LP to justify the time.
As for Shipping within Canada, you always paid sales tax on it. No $5 rule for domestic shipping.
You probably never noticed because PayPal shipping payment notices only broke out the sales tax as a separate line in the past couple of years. Most likely you do not have a lot of PayPal shipping within Canada.

@ westernstargifts, Since you do so much taxable Light Packet and manually fill in CN22 forms, why not get some discount postage at 35% off face value (from one source I use, % discount varies from other sellers).
You have to pay sales tax on the 65% for the discount postage stamps but the 35% saving covers the 13% sales tax and more. Then you do not need to go to the post office as much. Just drop in the corner box. Or drop off at the Post Office.
You can also use discount postage for Lettermail within Canada and Small Packet.
Search for "discount postage Canada" on the Internet for a discount postage seller in Ontario. He supplies a mix of various denomination stamps with $100 face value minimum at 25 to 35% off face value. Stamps are packaged in plastic bags in 100 stamps lots like 100 x 17 cents, 100 x 12 cent, 100 x 20 cent, etcetera. No sorting of the stamps by you when you get them.
Also search in eBay in Stamps -> Canada category using "discount postage" or "face value" or just "face". eBay is mainly auctions so you have to wait to buy and can be outbid but some listing are fixed price. Some forum regulars here who are stamp sellers sell some discount postage. They can't advertise here. They usually include shipping and sales tax.
You may need to get some 1-2-3-4 cent stamps from the post office to keep at home to make it easy to make the current postage rates. For example, I want to make $2.48. I use 20 x 12 cent + 1 x 8 cent for $2.48 in discount postage stamps. If I do not have an 8 cent, I can use a discount postage 6 cent and a 2 cent from the PO.
Be careful, only buy mint unused stamps on eBay. Some stamps are uncancelled no gum stamps which means they are soaked off envelopes. These cannot be reused legally since they are used. You will large lots of current postage Permanent stamps being sold this way.
The issue with discount postage is that it takes a lot of stamps to make the postage and they are big since most are commemorative stamps. You have to manage the space available on the package to apply the stamps and leave room for the large white CN22 forms. For Light Packet USA 100 grams at $2.48, it is 10 to 20 stamps. You can use the back of the package. You also have to fill out the white CN22 customs form manually. You have to be careful not to make a mistake in filling in the address or in the total amount of postage applied. You have to mark it paid and shipped in eBay.
For westernstargifts, they is already doing the CN22 form so no big deal to just add discount postage stamps.
For others, you have to tradeoff time versus money. I have used discount postage for over 2 years and you learn how to be faster at preparing packages for mail. I prepare bubble envelopes with the correct $2.48 applied to speed up the process. (Because of the impending rate changes on Jan 14 2013 I only have a few prepared in advance now.)
Once in a while I use a PayPal shipping label and it is so fast compared to discount postage and stamps. If you are a smaller seller with lower volume of daily sales, using discount postage may pay for your extra time in savings.
Discount Postage stamps is a way to beat the cost of postage when shipping using Canada Post. A tradeoff of time versus savings.

I guess I'll switch from Small Packet Surface US to Small Packet Air US. Looks like it is the best alternative not to kill of US business. I ship about 1,000 packages a year; 65% to the US. I figure I've been shipping about 500 Small Packet US Surface items a year.
