Expedited Lite / Canada Post Discounts

Is there an issue with Canada Post rates through eBay Labels? I went to buy a label this morning and my expedited lite rate was $23 with no listed discount. 

It appears none of the Canada Post rates have any discount as of this moment. This is shipping within canada. Is anyone else experiencing this?

Your description sounds like the problem some sellers had where their preference to pass on discounts to buyers was changed.
