How to send an invoice after sending a refund?

Sent item to Scotland on valentines day, buyer says it did not arrive, I issued a full refund.

Today buyer says he had to pay to pick it up at the PO, and wants me to pay the taxes and duty owed(ha ha), phoned ebay, they want me to send him another invoice.

How do you do that?

That doesn't go against Ebay policies? They will not get their fee share.

Well... I'm fairly certain that's the procedural advice we've been given by ebay to try to recoup our funds in those rare cases where a buyer actually wants to pay us back after a refund for Item Not Received was issued. It might take a solid day of searching to find the actual thread(s) in which that instruction was given by an ebay spokesperson(s) but I'm 95 per cent sure it's not just sellers who concocted the idea. 

We could always call in someone from ebay to the thread to verify it if you feel uncomfortable with doing it otherwise.
