TRS Discounts & Handling Time

I list on .com

I just changed all my listings from a 1 day handling time to a 3 day handling time, but I'm really fine with 1 day.

Now I just saw that the 20% discount only applies to items with a 1 day handling time, and I assume that will soon change to a 10% discount.

Is that true for Canadians listing on .com as well, and/or are there any changes to that when we go to a 10% discount?

I know I posted here before I made that change and asked about this some time ago but I was led to believe that I would still get the 20% (or 10%) discount even with a 3 day handling time.

What did I miss?

It's not new for me.  I've often had trouble finding my handling time but sometimes it does appear.

I first noticed it missing on some listings at least two years ago and probably longer. Somebody on the boards would complain about late shipment dings and I'd go to their listings to see what handling time they had set....and found nothing showing.
