They don't have live chat here. If you have facebook or twitter, you can contact ebay on there.
Or, depending on the problem, other ebay members might be able to help you here.

Seem like most ISP's offer an IP-Relay solution.
If you can get that to work you might be able to contact eBay customer support that way and then get them to take your discussion to direct email once they understand the situation.
One would think eBay (at least in the US) would have a TTY set-up, maybe they do but don't publicize it.

Hi. I am deaf. I use Internet Phone (IP) to call eBay which is excellent. Try it.
As for eBay using a TTY which I advocated to them many, many, many years ago. still not go. eBay is not brilliant in that area which is why!!
