is sellers allowed to refuse low offers if my price is 75 they offer 50$ am I allowed to except it I want to make sure I am covered for frees on here ?

A listing with The Best Offer Option can be set it up in one of two ways.
(1) Set it up to view and consider all offers.
(2) Set it up to view offers that are higher than a specific value.
The offer that a seller accepts is the seller's choice.
Fees are based on the final price accepted by the seller and paid by the buyer.

Yes.
You can refuse, accept or make a counter-offer.
Just click on Reply on the email.
If you use the Advanced selling form as mentioned on your other post, you will notice under Price that you can not only allow Best Offers (or not, but you may get them even if you don't solicit them) you can set high/low parameters for acceptable prices.
For example you have an asking price of $75 and would accept any offer over $68.00 but would refuse any offer under $65.00.
In addition, an Offer does not affect your shipping charges.
If you were counter offering or accepting a $67.00 Best Offer, be sure to state in your reply that the purchase price does NOT include shipping.
And, further, your shipping price should be Calculated Shipping. And do NOT guess, weigh and measure the parcel. Rates change on a gram or a centimeter and the change can double your shipping costs.
And ALWAYS use metric. Canada Post went metric in 1974 and any other system will be guesswork.
Fool around with this a bit. (For the USA I use 90210 as a zipcode.)

Thanks I posted boots for sale and said pick up only one offer was 15 then 2o then 25 I said no sorry.
