I make all my listings on eBay.ca, and when I change/update my titles,
they don't update when a translation is required. I'm not sure if it

Ebay handles anything that happens after the item is sent to the hub for
eIS orders. This is not your problem anymore. Tell them to take it up
with eBay; your money is safe. Do not refund anything!
Canada Post had had a promotion running on eBay during the summer, and
it ended in late August. The price took forever to adjust, probably the

Most likely, you left your old USA shipping option, and the buyer
selected that because it was cheaper than eIS. Yeah, eBay disabled all
the USA CP labels. You have to get them somewhere else.
