Send a mutual cancelation request.

If the buyer agrees to it you will get your final value fees back.
Message them first explaining the system.

If it sounds like the buyer will be difficult open an “Unpaid Item Dispute” instead.
You only get to do one or the other you can’t do both.

File an unpaid item dispute instead of cancelling the transaction and add the person to your blocked bidders list.
If it were an active bid and they bid by mistakes, then it would advisable to cancel but once the auction has ended, it is better to file an unpaid item dispute in order to make sure you get your final value fee.
