Most sellers are not Merchant Credit/Debit Card holders.
So we use Paypal, which is free to the buyer and anonymizes the information you give to Paypal.
The seller has no access to your financial information, in other words.
Since you basically draw from your bank account when you use your debit card, registering your bank account with PP is much more direct. In either case, you are writing an 'e-cheque' against your bank balance.
In addition, Paypal offers 180 days of Buyer Protection, which starts when you make your payment.
(EBay also offers 30 days from delivery for Disputes.)

You should be able to do so for Canadian* purchases. Paypal will do the processing if the seller does not accept Visa.
* - some Visa branded debit cards can not be used outside Canada. Ask your provider for details.
