Can someone explain canada post please........

Not that lets face it, any real explanation for the way their minds work..  And it is made so much worse with the GSP from us sellers.

Look at this.  They accepted and cleared customs in Richmond BC about 20 minutes down the street from me...Then shipped it to Mississauga, now it has to come all the way back..

No indication that the package was ever in Richmond.

"Electronic information submitted by shipper." means that the label information/payment was received by Canada Post -- nothing to do with the physical parcel.

When I buy on-line shipping that becomes electronic information to Canada Post. Actual movement of the parcel begins when I drop the parcel off at the local postal outlet and then Canada Post has the physical package.
