Can't file a complaint to e-bay, time expired after delivery period

I bought an item from china. Didn't reveive it. Contacter seller after 40 days or so. Seller agreed to send another one. Didn't receive this one either. Item didn't appear anymore on my purchase list (or feedback tab). Still had previous message from seller. Tried to contact him a few times. No answer. Tried to go to the resolution center, but item had expired du to too long delay between complaint and expected delivery. Can't find a way to file a complaint on e-bay if not related to an item still valid in our resolution center tab. Does anyone know what to do?

Too late to do anything with eBay.  Go to your PayPal account roday, find the payment and file a PayPal claim for non receipt.

You are well past the INR (Item-Not-Received) deadline for eBay (up to 30 days past eBay's last estimated delivery date).  In the future do not except a replacement, ask for a refund. You can then buy the item again if you still want it (and you will have INR coverage for the 2nd item).

 

If you paid via PayPal you have 180 days (just under 6 months) from time of payment to open an INR case.
