So I've purchased an item and have not received it. I contacted the seller who claimed they could not find my transaction number. I replied back with the transaction number *again* along with a description of the item and I have not heard back from the seller. I have attempted to contact again and still have not heard back. The item is now a week overdue.
When I try to report it i also get the error "Only the person who bought this item can open a case" because I purchased the item as a guest user instead of setting up an account.
NOW WHAT? Any help would be greatly appreciated!!

Did you go through Paypal's resolution centre to file the item not received dispute?
You might, and that's a big might, be able to file a claim here:

There is not guarantee that you'd get your money back but perhaps if you informed the seller that you have reported them, they will return your money.

Open the case.
If you cannot open the case as a guest, which seems odd to me, go to the credit card you actually paid with (Paypal is just a mediator) and call the 1-800 customer service number. Ask the clerk about a chargeback.
She will need the date of purchase, the transaction numbers (eBay, Paypal and your credit card) the payment amount and possibly some other information. Have it handy.
While you have 45 days to open a case with eBay/Paypal, your card has a longer deadline.
Also how long has it been since you ordered?
It takes about 10-15 days for items to arrive from Europe.
It takes about 15 to 20 days for items to arrive from Canada or the USA.
It takes about 30 days for items to arrive from Asia.
Until that time has passed, relax. But mark them on your calendar.
