While it is possible that the seller is NARU for an unimportant error, like not updating the expiration date on the credit card he pays his fees with, it is much more likely that he is a crook and was booted for that reason.

Go to the Resolution Centre at the bottom of this page and open a Dispute as My Problem Is Not Listed Here.
Then choose Contact Us.
Have some time available to speak with Customer Service.
Most important have your transaction number handy and make it clear that the seller is Not A Registered User.
You should have your refund very quickly.
EBay is known for low prices, but it is also important to read the seller's feedback. Understand that any feedback below 98% is very poor. Below 97%, a seller is likely to be shut down.
And don't buy expensive items from China. Most are fakes. If they exist at all.
