I have inquired about an item from China that is listed under Sterling
Silver. I was pretty sure it was junk but thought I'd ask anyway. Why does E-bay allow these junk sellers to misrepresent items on the site? Tibetan silver is not silver at all yet these people are allowed to list under Sterling. That's my rant for the week.

How can I report a listing that appears to be violating eBay rules and policies?

How is ebay to know an item isn't what it is proported to be? They can't inspect each item listed to verify if it is as described.
To greatly reduce the risk of buying fake silver from the counterfiet capital of the world, narrow your search to Canada only or Canada and the US only (North America). I partailly watched a documentary about counterfiets and vast majority if items coming out of China is counterfeit including mondane things like laundry detergent and electrical cords.
If you want authentic, don't buy from China.
Non payers should get unpaid item strikes and be added to block bidders lists. Period.
