Hi .. Only have 45 days to open an item not received dispute in the resolution center of your PayPal account to recover payment. If near file without delay.

Once over limit , out of luck unless payment was funded by a credit card. Can call the 800 # on reverse of card and request a chargeback. Have all transaction details on hand when calling.
Tracking relates to how shipped..couriers such as UPS, FEDEX track on their sites. Same for mail..Canada Post , USPS sites etc.

PS .. many so called tracking # are nothing more than delivery confirmation with little or no information. True tracking mail/courier is expensive.

What do you consider a long time?
In my experience, it takes from 10 to 20 days to receive a parcel from North America, about seven to 20 days from Europe (go figure!), and from 20 to 30 days from Asia.
Your first step if a parcel is past those times, is to contact the seller and ask for the shipping date, shipping service, and any "tracking " number.
As mentioned, the "tracking" may be only the invoice number for the purchase of postage or a number to Confirm Delivery. But the mere fact that the number can be supplied is a pretty good indication that your purchase has been mailed.
If the postal service was used, enter the number into canadapost.ca or into the foreign postal service. Obviously, CP will not have a record until the parcel reaches Canada.
If the seller ignores you, open an Item Not Received Dispute.
Do not let this drag on, you only have 45 days from purchase to open a Dispute.
