This page tells how to manage your bidders and buyers,including how to place them on your blocked bidder list. Unfortunately, you cannot block a member from viewing your listings.

You can block a bidder for any reason. Some sellers do not like the questions a buyer may have asked or some sellers cancel and block bidders when they realize the bidder has a habit of leaving negative feedback. Feel free to add any bidder to your list for whatever reason you choose and you do not owe the bidder an explanation as to why you blocked them.
