The product I bought was incorrectly described and now the seller is offering to correct the problem at prices that are extremely higher than the product itself.
Not only do I want out of the purchase I want to educate buyers and sellers of this mistake so as to avoid this confusion.

Which is called "bait and switch" and is extremely illegal, not only on eBay but in Real Life too.
The seller cannot refuse to ship the item at the price and shipping fee given in the listing.
If you have paid you can open an Item Not Recieved Dispute. Either the seller or Paypal will then refund your entire payment.
If you have not paid, you can ask the seller to send you a Mutual Cancellation.
This will free you from the transaction and you will be able to leave appropriate feedback and, more importantly, Detailed Seller Ratings. One Rating is on "as described" and another is "communication". The normal rating on a reasonable transaction is five stars. The lowest rating is ONE. No rating is a free pass.
You can agree immediately and the seller gets his fees back quickly and can leave you either positive or no feedback. Or you can ignore it and the MC will close in a week and the seller gets his fees back and can leave feedback.

I would go for the item not as described dispute in this case. The seller's attitude leaves a lot to be desired.
you will, however, be required to return the item to the seller with delivery confirmation at your expense. You will receive the refund when PayPal verifies that the seller has received the returned item.
you only have 45 days from the time you paid to open the dispute. Open the dispute no later than day 43 to be safe.

Yes this is the unstretched painting. Unframed means there is no frame. A painting that is unframed does not signify that it does not have stretcher bars. The description said that the paint was just as in the picture. Which I took for being stretched paintings.
The sellers are selling the stretcher bars for 2 and 3 times more than the product.

Thank you to everyone that posted answers. I have found a supplier that will provide me with stretcher bars at an excellent price and they are not far from my home.
