The reason I posted this message is because I didn't received my item and the seller doesn't care about, I sent him already about 20 messages I asked him for a refund but still nothing.
The item I purchased wasn't cheap .

Feedback can only be given within 60 days from time of purchase.
After 60 days you cannot post feedback but you can follow up if feedback was already posted by you or your trading partner.

I think the problem is feedback is for how the seller performs and not on the product it self.
I would like to see forums here on the product themselves.
It is hard to know what you are buying sometime and having other peoples opinions would be great. I check for opinions on most things I buy even for the department stores.
It would be nice if the page you are looking to buy would have a buyers opinion link of the product.

I waited to give feedback AFTER my dispute was resolved and unfortunately that took longer than 60 days. So now this seller avoids a negative review. This rule should be changed.

I'm presuming you do what I do, in that I go into the Seller's FB and hunt for the item. Takes time and not always there. I see it quite a lot..........but I don't go through mega pages!

First: use this as a learning experience. You have only a month and a half (45 days) to open a Dispute with eBay or Paypal. Opening the Dispute allows another 20 days for mediation.
Remember this in future.
The seller is given a chance to respond. But unless that response is a Delivery Confirmation number proving that the item has in fact been delivered (and yes that happens) or a refund, open the Dispute.
Second: all is not over yet.
Go to the credit card you actually paid from. Paypal processes your payment through the card keeping your financial information secure from all of the thousands of sellers that you might deal with. Phone the 1-800 customer service number on your credit card bill or on the back of the card. Ask the CS rep about a chargeback. She will need dates, payment amount, transaction numbers etc., but cards have longer deadlines (from 60 to 120 days depending on your contract).
But act promptly, there is still a deadline.
