How long after purchase before I can no longer start a non-received item claim?

I've purchased an item that is taking far too long to arrive.  - I know what the shipping difficulties are and it looks likely that customs and/or UPS  will return the item to the sender. I'm worried that by the time the seller gets the item back I won't be able to leave feedback or initiate a claim if he decides not to refund my money.  

   How much time is allowed before I can no longer start a claim?

Hi ron_vdk

To file a INR (Item Not Received) with PP (PayPal) you have 45 days from the time of payment.

"IF" the time expired and "IF" you funded the payment with a CC (Credit Card) then you can call the number on the back of the CC and do a chargeback, they too have a time frame to file.

As for feedback you have 60 days from EOA (End Of Auction) to leave feedback, BEST feedback is calm and factual.

Remember that there are some sellers who will try almost anything to delay you from opening the dispute until the the time limit expires. Do not let the 45 day time limit expire no matter what the seller may be telling you.
