If you don't receive payment, you can open an unpaid item case in the Resolution Centre as early as 4 days or up until 32 days after the listing ended

You do not need to send more than one invoice unless you have to send a revised one.
When have a successful sale, send the invoice. The buyer gets a "you won" email from ebay. This is their second reminder that payment is expected. I could be mistaken but I believe ebay sends the buyer a reminder to pay 2 days after end of sale. That would make a third reminder that payment is expected. Four days after end of sale, start the unpaid item process. This is a fourth reminder that payment is expected. Close it four days later if payment still hasn't been received. With at least three payment reminders, there is no need for you to send a second invoice or send any messages asking for payment.

Always add non payers to your blocked bidders list and set your buyer requirements to block bidders with 2 or more unpaid item strikes in the past 12 months.
