New sellers have limits on the number and the value of the items they can sell, until they have a proven track record of satisfactory transactions.
Do add the credit card, but you will still have some limits on your selling and will have for perhaps as much as a year, depending on your feedback, detailed seller ratings, and the products you sell.
In addition, Paypal will hold cleared payments from your customers for up to 21 days against your good performance.

Hello 'flavorofearth',
Do you have another ID or are you referring to this one? It might not be a bad idea to buy a few things first, -- even just little things like selling supplies, or gifts for friends and relatives. It will give you a sense of how transactions work, you can spend some time reading about ebay policies (sounds terribly dull, but is very important), and people will feel more confident to buy from someone with some feedback.
A new seller with zero feedback will have a lot of restrictions, and only time, increased sales, and great ratings will lift them. Have a look at the following link about selling limits, - it's as good a place as any to begin familiarizing yourself with what you can expect, and what is expected of you:

Happy selling 🙂
