How long has it been since you paid for the item? You have a maximum of 45 days from the time you paid to open an item not received dispute with PayPal. Here is the dispute process. You should open the dispute no later than day 43,to be safe. Once opened,close the dispute for no reasons other than receipt of the item or receipt of the refund. Do not close the dispute for any other reasons no matter what the seller may promise you. If the 45 day dispute deadline has passed, your only hope for a refund is a credit card chargeback,if you funded your PayPal payment with a credit card. If you did, call the 1-800 number on the back of the card and request a chargeback. State that you never received the item you paid for. Have all the transaction details ready when you call.
