You're pretty much out of luck in this case. If you don't receive an item you purchased within 45 days, then PayPal or eBay won't do much for you. The 45 days allow you to open a case in PayPal for items that you did not end up receiving or that never arrived in the mail. We are now in August, and that's way beyond 45 days to file a claim against the buyer for any issue.

Personally, when I buy from an international seller, I make sure to give it a month or so before I file a case against the seller in PayPal just to be safe and make sure PayPal has my back if the item never arrived.

In this case, the seller doesn't care to answer you any  longer because they know you won't be getting a refund of any sort since it's past the 45 days where PayPal could have stepped in.

If you back your Paypal account with a credit card, phone the card's 1-800 service number and ask about a chargeback.

Again, you are probably too late, but if you don't ask, the card can't refund you.

The clerk will need the dates, transaction numbers and amounts to process your claim so have those ready.
