As stated above, Seller is demanding more for shipping cost than what was stated in the auction ad. I have already paid the full amount that was Paypal has stated to complete the transcation.
How can the Seller be asking for more money, they are changing the rules of the auction. If the item sold for less money, than again the seller needs to accept this and not send a message and demand more money.

You are right and eBay agrees with you.
Politely explain that to the seller that the contract you agreed to was for the posted shipping amount. Ask if changing the shipping service from Priority to First Class International would help him with the shipping cost.
This is presuming the seller is in the USA, but they are the ones that seem to have the hardest time with shipping to Canada.
FCI is much cheaper than Priority, but does not give the seller Delivery Confirmation. This is more important for him than for you. You are covered by Paypal Buyer Protection.
If he is adamant, ask him for a Mutual Cancellation. You can agree or ignore this and it will close with no fallout for either of you. Wellll, you can leave appropriate feedback.
Or you can pay the invoiced amount, and when he either refunds you or does not ship, file an Item Not Recieved dispute with PP. This takes a lot longer.
Your tools are the MC/UID process which can be opened within 45 days of the purchase and the feedback/Detailed Seller Ratings system, which give you 60 days to comment on the transaction.

A definite policy violation, to be sure. If the seller won't ship for the price quoted in the listing and doesn't give an immediate refund, the item not received dispute is definitely in order here.
