Because there is a 45 day deadline on making Disputes and Claims.
If you don't open a Dispute before then-- which after all is a month and a half after payment, long enough for anything to arrive-- neither eBay nor Paypal will do anything.
If you go to the credit card that you really paid with (PP is just a useful mediator) and phone their 1-800 customer service number, you might be in time for their deadline.
Credit card Buyer Protection deadlines run from 60 to 120 days depending on the company and the type of card.
Phone and ask about a chargeback. Have all your transaction details handy to help the clerk.
And if you ordered from China, if it didn't arrive after 30 days, it probably was never sent in the first place. When the seller tells you it will take more than 40 days, do not order.
