Hw dad you pay for the item? If you pay by PayPal, the item is automatically marked as pad. If you sent the seller a money order or any other frm of non electronic payment, you will have to mark it as payment sent in your purchase history. This should enable you to leave feedback.

Possibly a glitch. Feedback forum ( bottom this page) , are they there to leave. Would mark as paid if by cheque/MO.
