I received wrong item from a suspended seller. Is communication to them through ebay even possible?

I received wrong goods and seller is suspended. Procedure is that one has to wait 36 hours after sending a request to the (suspended) seller before a case can even be opened. I did send query to seller and no response 3 days later.

What I'm wondering is if a seller is suspended, other than ebay staff can a buyer even communicate with them through ebay method?
