Give them the tracking number to prove it has been delivered to the seller, and if he does not refund you promptly, eBay/Paypal will.
If you did not use a tracked service, your claim will fail.
If more than 45 days have passed, your claim may not be accepted, but if you bought in 2015, this deadline moves to 120 days.
If neither is successful, go to the credit card you really paid with (PP is just a useful mediator) phone the 1-800 number and ask the customer service clerk about a chargeback.
