If it is the buyers fault then have them send you the money for reshipping before you reship.
Maybe the buyer changed their mind about buying it and just put return to sender on the parcel themself.
You can get their phone number from ebay and give them a call.
Sometimes the PO makes mistakes and they will reship at no extra cost.

Send one more email to the customer telling him that the parcel was returned for an incorrect address and that you will be refunding his payment.
Then refund ONLY the purchase price.
Don't work too hard. Your labour is worth 17 cents a minute at minimum wage.

as far as i no the buyer will have to pay to reship the item only fair if he moved and didnt tell paypal or ebay the new address, i had that happen a couple times in one case the buyer was contimplating a case for non delivery,but fortunatlely the post office redirected the item to his new address taking an extra wk or more for delivery,in the other case the buyer wanted it shipped to another address,and it was returned to me and the buyer paid twice for the shipping felt bad for her but i am not going to pay shipping beacause someone has the wrong address,so you should be off the hook only fair.
