I would file a dispute right away to get a refund in PayPal resolution centre .
You will be directly communicating with the seller.
They will give you expire date so you can make claim before expiry date with PayPal end.
Usually give you 2 weeks from the date you make the dispute.
If they will give you refund then dispute would be closed.
If nothing resolved just before expiry date esculate into a claim with Paypal, then PayPal will try to resolve this problem directly with seller to get back the money.

Where did it come from? Did you get a tracking #? If so, you can track it yourself, to see where it is. It is not possible to know when an item will arrive without a tracking #. Ask the seller, when exactly it was shipped. How do you know you were to receive it April 19? Delivery dates are only estimates, not guarantees.

You will have to contact the seller as it is unlikely they are going to see your question here. If the item is coming from overseas it can take a month or so to arrive. If your 'estimated' arrival date was April 19, make sure that you file an item not received claim through ebay before 30 days after that date. If the seller is overseas and they say that they will send the item again, tell them that you want a refund instead. If you did not receive the item the first time, there is no guarantee that you will get it the second time either.
