WELL I GOT A PRE PAYED CARD 200$ GIFT AND WANTER TO GET SOMETHING AT NOW NOW THAT i CANT BECOUSE PAYPAL *PITNEYBOWES". HAS TAKEN ALL MY FUNDING AND COULD NOT BUY WHAT I WANTED I HAVE WORKED HARD DONT HAVE MUCH IN LIFE WHAT AM I SAPOSTODO I NEAD PARTS FOR MY TRUCK AND CANT EVON TRUST OF ONLINE SHOPING

If you attach your credit card to your Paypal account, you can spend up to the limit on the card using PP to anonymize your card information.

That is, the seller will never see your financial information.

Bonus, in addition to the Buyer Protection you already have through eBay and Paypal, you will also qualify for your card's 'chargeback' protection.

 

For your original question, phone the Paypal Customer Service and ask why your credit balance disappeared.

You purchased some struts on ebay from a seller that uses the global shipping program(GSP). That means the seller ships to the GSP shipping center and then Pitney Bowes sends the items to you from there. When you open that listing you should see the shipping charge and import fees(taxes, duty if applicable & service fee) Both of those amounts go to Pitney Bowes and the total should have been about C$36 Canadian. The seller should have received about C$96 so you should have something left on your card.   Did you try to make another purchase after that for more than $65?

Yup, that was the Global Shipping Program. Your seller probably doesn't even know (s)he signed up for it or exactly where you are. Your seller ships the item to a depot near them, and then the GSP remailer ships it to you and charges you for the "privilege".

 

If you don't like it, then negotiate with your seller to use some other shipping method to get your item to you before the listing closes. If they aren't willing to do this (e.g., if you're international and they don't want to go through the hassle) then don't buy the item.
