Package not received seller not responding tracking numbers not valid Scam?

I would like some help with finding the item that never showed or how to get my money back from my paypal account as perhaps I have been tricked Of course it seems that it's past the date of eBay helping out but as the package was apparently coming from Hawaii and I am in Canada I had given it some extra time. Where do I go from here

you have 45 days from purchase date to file a claim in the resolution center.

The Resolution Centre is up in the top right corner under Customer Support.

If more than 45 days have passed, go to the chargeback service of the credit card you use to back your Paypal account.
