I returned an item I did not want and seller claims they did not receive it, there is no tracking no. for return shipping since it would of cost alot more, and I cannot open a dispute now since its been to long. I purchased from a reputable seller so did not think of opening a dispute and shipping time was very long since it was overseas. What can I do now ?

Some overseas (and North American) members* will claim not to have received a parcel that was not Delivery Confirmed, which is not quite the same as tracked, but is what Paypal requires in Disputes.

In addition, Paypal and eBay are firm that 45 days is their deadline for Disputes.

So, no joy there.

Instead, go to the credit card you back your PP account with. PP is just the mediator. Phone the 1-800 customer service number and ask about a chargeback. The rep will need dates, payment amounts, currency, etc. to process your refund.

She may also need tracking information about the returned parcel, but some cards settle for proof of shipping over proof of delivery.

*This works both ways. Buyers do it too, in fact this is one reason that eBay brought in the badly flawed Global Shipping Program. To protect, somewhat paranoid, US and UK sellers from these scams.

I would go to credit card company for chargeback, but used Paypal funds for purchase, so I got screwed.

The ebay seller in question is , which is of course from China, so be weary about purchasing from this seller.

They did not refund my return and just kept saying they never received it.

Yep.

You made two mistakes, not using (expensive) Confirmation of Delivery and not backing your purchase with a credit card.

Buying from China? Yes there are a lot of crooks but probably no more than in North America. I believe that the basic problems are expecting to get more for your money than is likely -- you will not get more than you pay for-- and the high cost of tracked returns mean that many either return without tracking or just go straight to complaining about the system.
