I won an auction for an item and paid the same day with Paypal instant transfer. Have not received any messages or shipping updates from the seller and it's been over a week. I paid for shipping with tracking. My emails to seller are not being replied to and I am getting worried. EBay says that I can't file a dispute until August 20th when the package is expected to arrive. We are less than 200 miles apart and it's priority shipping which in my past experience takes less than 3 days. Where do they get this August 20th date which is over a month from now?

What is the listing number? Where (town, prov) are you located?

Are you certain it was an instant transfer and not an e-cheque? Those take about six business days to clear payment. It's possible to mistake the two, and your seller wouldn't be allowed to ship until the latter had cleared.

When you back your Paypal account with a bank account instead of a credit card or a PP balance, the money is taken from your bank account immediately.
Then it has to clear the banking system, because what you did was write the seller an 'e-cheque'.
Within Canada this takes about three days, but if your seller is in the USA, it takes around 10 days.
Until the 'e-cheque' has cleared the banking system(s), it does not arrive in your PP account and PP will warn the seller not to print a shipping label.
The 'instant transfer' name, in other words, is a lie.
If you want truly instant payments to your sellers, add a credit card to your PP account. As a bonus to faster service, you have also added a third level of Buyer Protection -- eBay, PP, and the card's chargeback service.
My emails to seller are not being replied to and I am getting worried.
This would worry me.
You can open a PP dispute earlier than one with eBay, although the preferred order for disputes is eBay first.

Is the seller a US seller? Is the "priority shipping" described as "International priority shipping to Canada" or "Priority Mail International"?
There's a major difference between the two.

It was an instant transfer as the cash was in my account and Paypal support verified the money was in the seller's account on the same day as purchased. What bothers me most is the lack of communication. I sell items from my account and manage to reply within a few hours to any question or concern even though I have only one computer and no smartphone to reply with. Good customer service practices rely on prompt communication. So far this seller has disappeared and is non communicato.

I would agree that from what you have said it seems like less-than stellar customer service.
Hopefully, your experience will improve once you receive the item.
