I waited for the theme music from the Twilight Zone to start playing. No such luck. When I reminded the C/S rep how Paypal insists on an on-line tracking number in case of a claim of non-delivery, he verbally shrugged his shoulders telling me, "its policy now" When I asked him "when some savvy scammer gets wind of this, and purchases a larger ticket item from me, pays via Paypal, comes over to pick it up, then contacts Paypal a few days later claiming non-delivery, Paypal will side with me, right?" There was silence on the other end of the line. I asked the question again. More silence followed by " It's policy" To which I responded, "its insanity". He then asked if there was anything else he could "help" me with. I thought it best at that point to put the phone down. Much better for my head-space.

We have a retail location- fully able to accept VISA/MASTER CARD, and DEBIT upon pick-up.
I don't know what to suggest as a work around. The first thing that comes to mind you already tried- DO NOT TAKE PAYPAL on local pickups.
This way- not covered by PayPal protection- you can't get a charge back reversal.
Maybe it's time someone create an ONLINE VERIFIABLE service so that the BUYER can sign an online viewable document stating that they have picked up the item. The again- who knows if it really is that person's signature?
BIG ISSUE- not well thought out- but there has to be a better way.

We go out of our way to encourage all our buyers to pay with either cash payments, email money transfer (if applicable) or in some cases Bank to Bank Wire transfers for larger orders.
PAYPAL is used soley for all our smaller payments (ie: under $1,000) for the most part.
We would NEVER ACCEPT a paypal payment for an item being picked up in person.
CASH ONLY, period.

Anyway, check their ID and have them sign the receiving documents. If it's good for CP, UPS and Fedex, should be good for you.

(though a 1kg BAG- when packed- weighs OVER 1kg- and therefore goes to the next weight increment for postage)
As we are in TORONTO- with a bricks-and-mortar store- pick up is so much simpler.
The problem comes not from eBay demanding that we accept PayPal- the fees are not that dissimilar to using the store's terminal- IT'S THE SHIPPING CHARGES we must list with the item, that are the real killer.
Shipping across Canada is so radically varied, and Canada Post's shipping tool is not reliable.
We would prefer to be simply contacted for SHIPPING charges- as it is easier to work through the options eBay does not provide. We offer FedEx (NEVER UPS!!!) GREYHOUND Bus- both station- and to the door service, both of which eBay does not provide for.

ebay / paypal latest policy:
GET THE SELLER!!! SCRUE THE SELLER !!! CHARGE THE SELLER !!!!!!!!!!!!
my only sugestion is that you clearly state in bold, red and oversized font that P/Us are cash only, and if winning bidder choose paypal payment you will have to send it via registered mail.

So what happens the first time someone wins a local pick up auction, INSISTS on paying PP, I refuse, they dig in their heels, I dig in mine, they put a non performing seller claim against me. eBay going to side with me? What if I get negged by the same person? Perhaps all 1's on DSR's. Being a low volume seller, well, you know the rest.......
Sorry to harp on and on about this howver, would really like someone from the venue to respond and hopefully make some sense out of this.

Some have chosen to pay with Paypal.. I have charged a lettermail base rate and delivered the parcel as if I did the mailing.
I do ask for cash payment on local pickup... and I can see no reason for not accepting Paypal .
I am registered as a business in Manitoba and as such I should treat my local buyers and give an option of cash or credit card... the same as any other local B & M business.
