I'm surprised there aren't more topics on the boards regarding the fact that Paypal may hold your funds for 21 days.

That is almost unbelievable to me that they can do that. I'm sure it wouldn't be legal in Canada.

Without checking with a lawyer I am sure that PAYPAL can do that since they are registered in the USA and not a Canadian based company and therefore are not subject to Canadian law (if one exists for this).

But hey it might be worth investigating.

There are some PSers in the States who have contacted their local State's Attorneys Office and been told that there are very possibly some anti-trust issues with the changes.

As for the legal question, I have no doubt that their plan is perfectly legal. Canadian banks which are highly regulated are able to take similar action, PayPal is not a bank.

PayPal Canada is NOT registered in the USA, I believe they are actually based in Singapore much like eBay Canada which is a Swiss corporation.

So? There are 1000's of companies with offices in Canada but they are NOT Canadian companies.

Take a look at your eBay invoice and see who is billing you!
