Is it againts ebay policy to warn buyer to quickly get item tested and it has no value ?

I can see selling a worthless converter but this guy is taking it way tooo far selling a Near Worthless Mineral for something its not .

Yes. eBay considers it auction interference and you can get NARUed for it.
