Refund timeframe

Ok Here goes.
In november 2014, I purchased two items from a chinese ebay seller. 2 months later no package, so I contact the seller, who says he will send two more and that I have to be patient, and so forth. 

Keeping in mind that shipping delays from China to Canada are excruciatingly long, I could not file a dispute in the meanwhile, not knowing if the seller really did send the items or not.
Long story short, I still have nothing, the timeframe for me to open a dispute has expired, and the seller's answers are blurry and although multiple claims that the refund has been sent, nothing in my paypal account indicates it is the case (has been some time too, so technically any money that wouldve taken time to process into the paypal account shoulve ceared by now).
Is there no derogation to ebay's policies concerning the timeframe in which one can file a complaint and ask for a refund, considering international shipping between countries as far apart as Canada and China takes massive amounts of time to process (especially the back and forth waiting, having to "trust" the seller's word, who is just actually killing time so no dispute can be filed)?

All messages and purchase proofs have been kept.

I would appreciate any hep available with this matter as it is, as one could imagine, amazingly frustrating.

TL-DR

 

If you purchased in November, you could only Dispute the transaction through eBay or Paypal for 45 days. Mid-January at the latest.

 

Forget eBay or Paypal.

 

Go to the credit card you really paid with (PP is just a useful mediator) phone the 1-800 customer service number and ask for a chargeback.

Have all your paperwork, dates, transaction numbers , payments, currency, etc. hand to help the clerk process your refund.

 

But do this immediately, since cards also have deadlines and five months is really pushing it.

BTW- It is very likely that nothing was ever sent. If you had agreed to a replacement, nothing would have been sent.

And it only takes about 30 for honest Chinese sellers (the majority) to get purchases to you.

If it is taking longer, see first sentence.
