Hello.. Seller now has issued an $8.00 refund but "Quote" It will be shipped via overseas?? I sent it to Kentucky and they will forward to you!" I'm physically sick over this.
If I do not receive these plates within 2 weeks what recourse do I take?? The seller is going to take a hit on feedback. I hate this!
I don't know what to do! I've never had this problem in the 11 years of buying from the USA. I purchased some brooches on Saturday. Seller charged me 41.00 in shipping, what recourse do I have to track the items. NO tracking # or anything. I'm done with this from USA sellers. Horrible! Thanks..Ace

Your recourse if you do not receive an item you purchased is to open an
"Item Not Received Dispute"
http://pages.ebay.ca/help/buy/item-not-received.html
You only have a maximum of 45 days from the time of purchase to do so.
Your seller is using the "Global Shipping Program" where Customs Taxes & Duties are collected at time of purchase.
They then ship the item to "Pitney Bowes" in Kentucky who repackage and ship to the buyer.

Don't panic.
The item was shipped by the Global Shipping Program.
It will arrive promptly.
The seller ships to the (domestic) Kentucky address. She uses cheap Delivery Confirmation and cheap domestic shipping. You pay for this as "shipping and handling"
Kenucky (Pitney Bowes) assesses duty and tax , remits those to Canada, and adds a small service charge. This is Import Charges that you also paid.
Pitney Bowes ships to Canada (probably by the container load) and then sub-contracts actual delivery, usually to Canada Post.
You will get a note from your postie in your mailbox to pick up your parcel at the local PO. Total time elapsed is between 14 and 20 days.
The seller really cannot control what happens after she puts your purchase into the mailstream. She is responsible, because she chose the shipping service, but responsibility is not fault.
