"I picked up some sort of location cookie that identified me as being in the USA ?"
That would explain it.

I am not saying a location cookie was the problem I was just fielding it as a possibility.
I called paypal and they were not aware of a problem but suggested I change my password which I had already done but did do again.
I also did a complete system restore on my laptop.
Over Kill ? Maybe
But best to be safe.
Thank You for your responses everyone

If your location is Canada, you should not have to fill that information:

I'd assume the account had been hijacked and would Report it to Paypal, opening a new window and googling rather than using my bookmark.

I have a premier account and was definitely on the Canadian site.
I get there through a bookmark and always check the url in my browser.
Everything seems okay now but I changed my password just in case and will give them a call.
The only thing that occurs to me is that I did use my laptop in a hotel coffee shop in Detroit yesterday.
I didn't use it to visit either paypal or ebay however I am wondering if I picked up some sort of location cookie that identified me as being in the USA ?
