Toronto becomes Canada’s first ‘sanctuary’ for illegal immigrants

The City of Toronto has put out the proverbial welcome mat for its' tens of thousands of illegal immigrants.

On Thursday, City Council voted in favour of Motion CD 18.5 — the so-called 'access without fear' motion — making Toronto Canada's first city with a formal policy allowing undocumented migrants access to City services such as foodbanks and homeless shelters.

[ Related: Immigration Minister Jason Kenney defends the transformation of Canada’s immigration system ]

The rationale of the 'don't ask don't tell' style policy is that some undocumented immigrants are causing themselves harm because they don't access services out of fear of detention or deportation.

"I think this is a historic moment,” Councillor Joe Mihevc told reporters according to Now Toronto.

"We’re saying we are a ‘Sanctuary City,’ and that anyone who is in the City of Toronto will be able to access all the services that the City of Toronto offers.

"That’s the kind of city that we want. We want to open our arms to anyone who comes here. While they’re here, mi casa es su casa."

Specifically, the motion, which passed by vote of 37 to 3, requires senior City staff to review opportunities to improve access without fear with regard to all city funded initiatives. It also inclines Council to lobby their provincial and federal counterparts for more friendly policies in the same regard.

One of dissenters was Councillor Denzil Minnan-Wong.

"We shouldn’t encourage [undocumented immigrants]. We shouldn’t help them. We should not facilitate them. They are an insult to every immigrant who plays by the rule to get into the country. They are an insult to every immigrant who is waiting to enter this country legally," he told the Toronto Star.

"It sends a message to the world that it is okay to break the law to come to Canada and it says that the City of Toronto is an accomplice to this lawbreaking."

In addition to Minnan-Wong's concerns, some analysts worry that the new rules will encourage illegal immigrants from across the country to descend upon the Greater Toronto Area.

Do you know how many have lengthy criminal records? When you do, let me know. Until then, try to focus on the good immigrants escaping countries and trying to save their lives.

Those are called refugees and there is legal status waiting for them in Canada. Illegal immigrants are those who don't fit the refugee description.

Illegal immigrants are those who have made their way into Canada and have not got refugee status yet, or are fighting for that status and Harper's CON government is making it more difficult as he sits in his palace.

yeah, that's the ticket!... it's a "desperate need for affirmation". Lol.

Some people though seem to have much more of a "desperate need" as evidenced their own hate forum to bash folks!  Not to mention the "research" conducted on "enemies" who's  opinions and views clash with theirs.  Dossiers and little black books......Nixonesque behaviour.

Captured screenshots of their opponent's posts are even offered upon request!   It is desperate behaviour all right.  Attention seeking by a fellow with far too much idle time he wastes.

Did not know refugees had such a hard time getting their status here, always thought the system was too lenient and easy to abuse.

Btw. I am fine with with what Toronto is doing. Does not matter how they got in, it should not be the shelter's job to scrutinize immigration status. Just my opinion.

Wiretap connects alleged Asian gang leader to triad violence that spilled into Vancouver

The gunfire rang out on a summer night in 1997, terrifying neighbours, worrying police and briefly bringing to public attention a man purported to be the crime boss of a feared triad in Macau.

Target of the drive-by shooting was the southwest Vancouver residence of Lai Tong Sang, who had been let into Canada by mistake just nine months earlier.

Now, newly available wiretap information indicate that, indeed, a triad war in Macau did spill over into Vancouver upon Mr. Lai’s arrival. The information, contained in court submissions obtained by The Globe and Mail, is expected to form part of the government’s argument to have Mr. Lai kicked out, nearly 17 years after he landed here under the country’s immigrant investment program.

At the time, Mr. Lai was considered by Macau and Hong Kong police to be the “dragon head” of the Wo On Lok Triad (also known as Shui Fong), then engaged in a violent turf war with the 14K Triad.

But an immigration officer at Canada’s Los Angeles consulate admitted him without making a thorough check of his background.

Despite the drive-by shooting and Mr. Lai’s long-time reputation as a triad kingpin, however, Canadian officials have moved only within the past 18 months to deport him, alleging that he belongs to an organization engaged in criminal activity. An Immigration and Refugee Board hearing on the matter is set for Feb. 26.

Critics point to the case as yet another example of the glacial pace of evicting immigrants who came to Canada improperly.

In a 2011 report outlining its reasons for seeking Mr. Lai’s removal, the Canada Border Services Agency defended the lengthy delay.

Investigating members of organized crime is difficult, since they are often “sophisticated, very mobile, have access to vast resources and use violence or threats to intimidate witnesses,” the CBSA contended.

The agency also disclosed that “new releasable” wiretap information gathered by Hong Kong police was now available, pointing to the drive-by shooting as a gangland attack on Mr. Lai.

“A 14K Triad member in Hong Kong asked 14K members in Vancouver to murder Lai because of the Shui Fong and 14K dispute in Macau,” said the report.

“[In] one conversation, the Hong Kong 14K member explained there was an ongoing battle between them and Shui Fong members and that Lai had fled to Canada,” the report stated. “Then the wiretap detailed the phone call from 14K Triad members deciding if a contract should be put on Lai.”

The report was submitted to the Federal Court of Canada as part of a response to a court challenge by Mr. Lai’s lawyer, Peter Chapman.

Mr. Chapman claimed that seeking his client’s removal so long after he came to Canada was “unreasonable and prejudicial.” The court dismissed his application for leave to seek a judicial review.

Mr. Lai, who turned 58 earlier this month, is a citizen of Portugal, which ruled Macau until 1999, when the colony was returned to China. Since then, Macau has grown into the largest gambling enclave in the world, with annual revenue five times that of Las Vegas, and media reports from Macau maintain that Mr. Lai is still a big player there.

At the height of Macau’s triad wars in the mid-1990s, Mr. Lai applied at Canada’s Hong Kong consulate to enter the country as an immigrant investor. When immigration officers stalled his application over concerns about his alleged triad involvement, Mr. Lai tried again in Los Angeles.

This time he succeeded, when the person who processed the application failed to check Mr. Lai’s history with Canadian officers in Hong Kong.

A subsequent investigation commissioned by the then-Liberal government blamed the gaffe on overworked staff handling too many applications.

Mr. Lai landed at Vancouver International Airport on Oct. 28, 1996. He and his wife and three children have had a residence in the Lower Mainland ever since.

Critics are aghast that Mr. Lai is still here.

“The wheels of justice grind terribly slowly,” said James Bissett, the retired diplomat and former immigration department director who conducted the probe into Mr. Lai’s admission.

“I’m shocked that it should have taken so long [to have him removed]. I’m happy they are taking action at last, but reforms are desperately needed.”

Liberal immigration critic Kevin Lamoureux said he’s amazed Mr. Lai remains in Canada.

“It’s totally unacceptable. There’s no reason for it, just because a mistake was made,” said Mr. Lamoureux.

The CBSA report cited a litany of sources alleging that Mr. Lai was head of Wo On Lok, which, according to an affidavit from a former Hong Kong Immigration Control Officer, was involved in loansharking, extortion, assault, gang fighting, and illegal gambling.”

Asked by The Globe whether his client, Mr. Lai, belonged to a triad, Mr Chapman replied: “I can’t comment on anything to do with current proceedings, because it’s in process.”

In his submission to the Federal Court, however, Mr. Chapman argued: “It is not an indictable offence to be sworn into a secret society or engage in a ‘turf war’ with another organization.”

And probably for the same reason....

But I am but one person. When people in Canada, or some other country, only talk about the worst of a 'group' of people then they paint everyone in that group with the same brush. It's called......fear mongering. All through history it has been a tool used by tyrants and the power hungry and their followers, all over the planet. It was used against Black people and Native people and Muslim and the Irish, and people from India, and even the Nazi's used it against the Jews....plus so many other groups through history. Same plan, different era, same outcome......hate.

I choose not to be part of that....hatred of a group of people of any race. I judge people as who they are as 'individuals'.

hate = dock = you don't practice what you preach

There have been many stories in the media in the last few years of people who have come to Canada and who failed to disclose personal information such as criminal records.  It has been a flaw in the Canadian Immigration system that we don't do the background checks that should be done.  People also change the spelling of names to thwart background checks.

The reason I chose this story is that it has been going on for many years.  When I was a teen in Vancouver, the Tongs were a powerful force.  I worked for a Chinese grocer.  He paid "protection" money to one of the Tongs.  There was an elderly grocery store owner at 47th. and Victoria Drive.  He was loved by his neighbours.  He was known to give credit to those on hard times.  He paid money to the local Tong for many years.  One day, a Tong member entered his store and tried to shake him down for extra money.  The next morning, when he failed to open his store on time, neighbours called the police.  He was found in the back of his store.  He had been tortured and then killed with an axe.

Did these innocent Chinese Tong members come to Canada and one day decide to start a protection racket?  No, they were criminals in China and brought it with them as part of their culture.

Incorrect puck. Hating if fine. It's not a bad thing, some people deserve it. Everyone has someone they hate or close to it. The difference is when a person hates one person as opposed to a group of people. Hate for a group, or always pointing out the worst of a group and never saying anything about the good people........ is hate 'mongering'.

Austria: Muslims Set Fire to Own Fast-Food Business and Leave 'Racist' Graffiti to Mislead Investiga...

A couple of weeks ago a pizzeria owned by Albanian Muslims in Wörgl, Austria, was badly burned. A nearby building owned by a Turkish association was also set on fire. 'Racist' graffiti in Turkish was left on the scene, complete with swastika symbols. This immediately provoked demonstrations from Turks and Greens protesting against "right-wingers" and "racists". One placard read :

It has now emerged, though, the both fires were set by the Muslims themselves. They were in dire financial circumstances and wanted the insurance payment. The 'racist' graffiti was simply left to mislead the investigators. Fortunately, two of the Muslim perps were injured in their own attack when the fire they were setting produced an explosion.

Somali armed robber who claimed asylum sues Government for £50,000 because attempts to deport him gave him 'nightmares'

A criminal asylum seeker is suing the Government for £50,000 claiming their persistent attempts to deport him from Britain has left him unable to sleep and psychologically scarred.

Abdirahman Ajab, who has a string of previous convictions, says his treatment has given him 'mental problems' and 'nightmares' so the Home Office 'owe' him.

The 30-year-old Somalian has been convicted of robbery and false imprisonment but still convinced a High Court judge to let him stay in the UK several years ago.

He now says that being held at an immigration centre for eight months while the Government considered his case gave him mental health problems.

He was later sent to prison after an armed robbery but still managed to block another deportation attempt and was handed a taxpayer-funded flat in Tower Hamlets, east London.

Ajab has been in Britain since 1996 when he arrived as a 13-year-old asylum seeker from east Africa.

Incorrect prior!

Hate is hate!

Whether you hate one person or a million, there is no difference.

Because you criticize things that you think are wrong, whether about a person or a group of persons, does not make it hate.  It is good to question things that do not seem right.

I have known many people of many races and many cultures - as friends.

I have known them as fellow workers and as employees - but I have always known them at friends.

I have cited two examples that reflect badly on some Chinese immigrants.

Do I think that it reflects on all Chinese?  No!

You completely missed what I was criticizing.

I was criticizing an immigration system that has, up until now, been seriously flawed.

I was not criticizing the Chinese.  I grew up working for a very pleasant Chinese gentleman and spent time with his family.

Because I point out a practice amongst Muslims that I find abhorrent, does it mean I hate Muslims?  No.

Racism and hatred is the way YOU see these things.  They are not that in my world - at least in my thoughts and my dealings with people.

I grew up in a culture where everyone talked to each other.  You got on a bus - you talked to people.  Didn't matter whether they were white, black, Asian, Italian, Hindu, Muslim or any other group.  We talked to everyone because it was the friendly thing to do and the right thing to do and a perfectly normal thing to do.  Vancouver was a mix of every nationality in the world.  It was and is a great city for people to live and play in.  I learned a lot about living there.  But, I never learned to hate.

Well said, Puck.  Your points describes  exactly why many are accused as being 'rascist' when indeed they have a legitimate and justifiable reason to speak,or write critically of an individual who also happens to be 'insert qualifier here'.

Of course, 'hating' is fine, if it's being done by someone who writes his own rules for everyone else to follow.  Everybody knows that, here.

Have you heard this before:

I don't hate Muslims,I just think they are all extremist until they prove otherwise.

Or I don't think these new immigrants are good ,I would call them all thugs until they provide me some evidence they are not.

Please don't misunderstand me I didn't say I hate blacks ,in fact some my best friends are blacks.

The truth is I have so much hate for the type of people  I can't identify with, all I can actually do is to hide behind my keyboard and say how I really feel by bring out a few example of the bad so I can brush them all with the same paint,I know it's wrong deep in my heart but my hatred is even deeper than that.

Yeap you can say I'm  a racist and a hate mongerer in denial.

there is no difference.

Hate is hate but there is a difference. A person can hate anther person for what they have done 'to them', or even to others, but it is illogical to hate a whole race of people and it is equally illogical to attempt to get others to hate, or be afraid of another whole group. That is insinuating that all people are the same and that there are no 'individuals' which is completely incorrect. Example…..during WW2 many people said they hated Germans, but there were many Germans who hated Hitler and fought against him. Those who fear mongered Germans in general also created hate towards individuals who were good people, but the hate mongers made no distinction. Their sole goal was to create massive hate. So there IS a difference!

You completely missed what I was criticizing.

No I didn’t. What I seen were only examples of Chinese who have been in trouble. Not even a comment that they are not representative of all Chinese people or Chinese immigrants (legal or illegal). To attempt to substantiate your disagreement about illegal immigrants you brought out only the worst of the worst. People do the same about Muslims and Natives and others. There has to be ‘balance’ and if there is not then it becomes..... something else.  It is reminiscent of someone else I know who has nothing good to say about Muslim people or the Islamic religion and I have listened to him for ……years.

What you don’t understand is that it’s not what a person thinks of themselves and who they personally dislike or not. It is instead how they interact with the rest of the world. A person can for instance have Chinese people they know and have absolutely not animosity towards them and yet in front of other people they know all they do is put down Chinese people. So what people see, hear and read is what becomes hate mongering.

Take me for example. I have said many times I have use for Harper or his CONservative government....but I have also said I do not hate Conservatives and I have also said many times that I judge people as .......individuals. On the other side of the coin I often read in the media and on the internet, people with a general hate for Liberals....not some Liberals but all Liberals.

As for racism, well many people do not know they are. I recommend watching the Jane Elliot anti-racism videos for starters where she puts people in groups and through her process the people realize that deep inside they are racist to different degrees. I watched an old documentary from the 60’s done in the southern US. In the video upstanding people said they had nothing against Black people. They said they worked with them and had a beer after work with them and talked to them on the streets. However when asked would you like your daughter or son to marry a Black person……..things changed. How they really felt deep down inside, came out. People have surface feelings and deeper feelings. The surface is often for either society or for convenience. The other feelings inside spoke the truth.

patken….thank you for your honesty. As strange as it may seem, I respect that.

One of the rare times where we will agree. It is the criminal actions of the people we do not like.

Worst crimes are crimes against children. Criminal actions against native children and their families for a better part of a century runs deep and will continue to run deep for a long time.

It was the canadian people who voted and funded the governments who committed these crimes.

It was the canadian people who funded and worshipped with the religious elements that committed these crimes.
