I bought an item but when I go to pay it says "This recipient is currently unable to receive money". He said it's a problem with his Paypal account and to just wait, but shouldn't I be a little concerned because as long as I am not able to pay he can leave me an unpaid item strike.

Give him 48 hours to get Paypal straightened out.
A seller cannot start a Unpaid Item Dispute for 96 hours after the end of the auction.
Unless he has a different automatic UID service set up, opening the UID is manual and at the discretion of the seller.
He is communicating, so all should be well.

Hello 'zach',
The seller would have to have rocks in his head to start an Unpaid case. You are, after all, trying to pay. Whatever his account problems are, he'll be happy to hear you are so eagerly offering money. He said to wait, so take him at his word.
If, however, he were to ask you to send money to a different private paypal account, - that's different. But for now, even if a seller had his preferences set to start an Unpaid case automatically, all you need do is call ebay and they'll remove it. You're trying to pay. The obstacle is the seller. You have nothing to fear.

Can't sort it out , ask seller to file a mutual cancellation. Accept when ebay asks.

Thanks for the replies. He eventually got his account working (after 4 days) and I was able to pay.
