
Unlock Codes in Canada are legal, but why does eBay think this encourages "illegal activity"?

A couple of my listings were removed. The reason being eBay.ca thinks that selling unlock codes is illegal. I FULLY agree that this is the case in the USA. I would never sell unlock codes for any american cell phones (as this is fully illegal as of Jan 26, 2013). However in Canada, it is fully legal to do so. The government is also lobbying to make it a REQUIREMENT for a cell phone to be fully unlocked out of the box.
Why would any listings be removed given these facts?

Probably because ebay is a US based company.
